Reports suggest there will not be fans allowed in Italian stadiums before June 1, ruling out the end of the Serie A season and the Coppa Italia Final.
The Government had to commit to at least 25 per cent capacity by June 11 in order to maintain hosting rights for Euro 2020.
There will be four matches played at the Stadio Olimpico in Rome, including the opening ceremony.
It had been hoped that stadiums would be open for 1,000 fans from May 1, allowing for some small crowds at the final Serie A games of the season and the Coppa Italia Final.
However, according to the latest reports, the CTS (technical scientific committee) has given its verdict and ruled it would be inadvisable.
Therefore, the likely first date for fans allowed back in the stadium will be June 1.
The Serie A season and the Coppa Italia Final will already have been played by then.
